The global transport industry is experiencing supply chain disruptions, time and cost volatility, capacity shortages, and chronic bottlenecks at ports and corridors. For Russia, this agenda is intensified by the large-scale redistribution of freight flows, the need for the accelerated development of transport corridors, growing demand for supply predictability, and the necessity for technological independence in the digital management of critical infrastructure. In these conditions, lean logistics is more than a set of improvements implemented at the local level, but a question of moving to end-to-end integrated planning, where production, shipping terminals, and transport are synchronized in a single model, and decisions are calculated based on optimization within real constraints. What is the global experience of applying APS approaches and optimization models in transport and terminal management? What is the vision for a sovereign approach to integrated planning based on the work of Russian Nobel Prize winning economist Leonid Kantorovich that allows for the calculation of optimal resource and flow plans with a focus on financial results, cost reduction, and increased carrying capacity?
