Implementing the European Agreement on the Work of Crews of Vehicles Engaged in International Road Transport

The only way to create equal and non-discriminatory conditions right now is to develop and approve common approaches to the possibility of implementing the Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR) in the event that the Joint Research Centre (JRC) fails to fulfil its obligations under the Memorandum of Understanding regarding the AETR for non-EU member countries. What is needed to successfully synchronize tachograph systems in AETR member countries? How can equal and non-discriminatory conditions for the use and production of driver, enterprise, controller, and workshop cards be created? Do agencies need to be set up to issue certificates and carry out checks on the operation compatibility of tachograph equipment? Can other methods for monitoring the work–rest schedule of international drivers be implemented, assuming the countries in question agree? If so, which ones? Could the Russian tachograph monitoring system become the prototype for an alternative work–rest schedule for international road transport?
