This will be a discussion of the challenges of transporting heavy and oversized freight – the kind typically required for industrial lines to construct new and upgrade existing industrial enterprises. It is an issue of great national importance for the development of both the industrial and transport potential of the Russian Federation. At least part of this equipment is brought in from abroad, so its transportation is necessarily multimodal, involving sea, river, and land transport, port services, and interaction with numerous government agencies (sea and river port administrations, inland waterway authorities, customs and other government agencies, as well as highway owners and operators). Furthermore, it requires specialized knowledge and practical skills in logistics and transport operations, as well as in jurisprudence and numerous other areas of activity.
